In the Ninth Circuit, rehabilitative relief from a qualifying controlled substances conviction under state, federal, or foreign law will completely eliminate convictions of first-offense simple possession, possession of paraphernalia, and many other minor offenses that are not on the list of federal drug offenses, for deportation purposes. See § 9.7, infra.
