(C) Safe Havens. A false claim to United States citizenship must be exactly that to trigger this ground of deportation. For example, it is not a false claim to citizenship for a person falsely to claim s/he was born in Pensacola, Florida, when s/he was born in Tonga. Birthplace is not the same as citizenship. Someone can be born in the United States and not be a United States citizen, for a number of reasons.
