(B)  Relationship with Different Grounds of Deportation.  Controlled substances convictions are some of the most dangerous for noncitizens who hope to remain in the United States, since there are many different grounds, most of them quite broad, upon which a noncitizen with a controlled substances conviction may be found deportable by the immigration authorities.  Although subject to further subdivision, the four main grounds of deportation related to controlled substances are: (a) aggravated felony drug trafficking; (b) controlled substances offenses that are also crimes of moral turpitude; (c) controlled substances offenses in general; and (d) drug abuse or addiction.  A true “safe haven” would need to avoid all these grounds.
