The number of ICE detainees more than doubled from 1995 to the end of 2004, only one-third of which had been convicted of violent offenses.  As of the end of 2004, the federal deportation agency ICE (Immigration and Customs Enforcement) reported holding 19,057 detainees in custody.  Two-thirds were held in federal or state prisons or local jails, and the remaining third in ICE-operated facilities or private facilities operated under exclusive contracts with ICE.[1]
