(D)  Non-Theft Offenses.  Some offenses may appear similar to theft, but in fact do not involve theft.  As discussed in Soliman v. Gonzalez,[758] for example, fraud offenses are not (usually) theft offenses.  Likewise, burglary does not necessarily involve the intent to commit theft.  Similarly, “identity theft” may not be theft at all.
