(D)  Winning Before the Board of Immigration Appeals.  The client may win safe haven by obtaining an order from the BIA reversing the IJ’s removal order and terminating removal proceedings.  The BIA is increasingly abandoning its role in forcing the immigration judges to follow the law, by streamlining (cursory affirmances of removal orders without opinion), by increasing decision of appeals by a single judge instead of three-judge panels, and by issuing fewer and less well reasoned decisions, dumping the burden of legal oversight of the removal process on the federal courts.
