Courts are sometimes motivated by a desire to avoid work. If an argument that a given conviction does not trigger deportation is accompanied by a request for relief, then the court may be presented with a situation in which it can rule that the ground of deportation has not been established, so it does not need to conduct an extensive evidentiary hearing on a request for relief.
