(E)  Special Removal Proceedings for Noncitizens in Prison.  The general rule is that a noncitizen cannot be removed until the sentence has been served.[180] The exception to this rule applies to certain nonviolent offenders.[181]  Removal proceedings may be conducted in some prisons before certain noncitizens have been released from criminal custody (supposedly for the purpose of avoiding the need for further detention by the DHS).[182]  See N. Tooby, J. Rollin, Criminal Defense of Immigrants § 6.28 (4th Ed. 2007).
