(D) Crime of Moral Turpitude. Manufacture or cultivation with intent to sell will be a crime of moral turpitude. On the other hand, manufacture or cultivation for personal use (especially where there is no intent requirement) is arguably not a CMT. Marijuana may be grown, for example, for use as a topical remedy for arthritis. It would be difficult for the DHS to argue such a use entails an evil intent.
