(C) State Department Policy. In addition, the State Department rule in issuing visas is that a person will not be found inadmissible for a moral turpitude offense committed (1) while the person was under 15, or (2) between the person’s 15th and 18th birthdays, unless the person was convicted as an adult for a felony involving violence, as defined in 18 U.S.C. § § 1 and 16. If the person committed two crimes involving moral turpitude between the ages of 15 and 18, however, s/he will be inadmissible.[210]
