(F)  Outstanding Removal Order.  Those who departed the United States while an order of deportation is outstanding against them are likewise barred for 10 years from the date of departure from the United States (or 20 years in the case of a second or subsequent removal or permanently in the case of a noncitizen convicted of an aggravated felony).[144]
