(A)

The court may decide a motion without hearing live testimony.  The Supreme Court affirmed the trial court's authority to decide a motion to vacate and resolve evidentiary conflicts without hearing live testimony.[318]  This rule also applies “more generally [to] plea withdrawal motions.”[319]
