(C) Removal Proceedings. The new 1996 revision of the INA combines both exclusion proceedings (the process of refusing to allow a noncitizen to enter the United States or acquire permanent residence or other lawful status here) and deportation proceedings (the process of evicting a noncitizen with or without lawful status from the United States), into a new unified procedure termed “removal proceedings.”
Because the body of law that defines the grounds of inadmissibility[22] is quite different from that defining the grounds of deportability,[23] the former terms of exclusion or inadmissibility and deportation will be used here for clarity.
