of a controlled dangerous substance in sufficient quantity
to reasonably indicate under all circumstances an intent to
manufacture, distribute, or dispense" in violation of
article 27, section 286 of the Annotated Code of Maryland
held aggravated felony convictions if the state conviction
includes all the elements necessary for a conviction under
the analogous federal drug felony offense, here 21 U.S.C.
§ 841(a)(1)).
