Prosecutors generally desire quick solutions, so the case is eliminated from their caseloads at the earliest possible time. For this reason, counsel can sometimes have more success negotiating a non-deportable solution if they are prepared to do so at a very early point in the proceedings, thus saving the prosecution the greatest amount of work.
